I was always under the impression that it also depended on gender. If I recall (very fuzzily, I might add), men finish development on average around the age of 21 and women finish development around the age of 16 or 17. Of course these can be wrong. I'm still growing. I would say as a safe answer around the early twenties.

Not necessarily, but a more accurate classification comes with age. I was first classified around age of 15 and the opinion changed slightly by now (nearly 18).

By twenty normally the face is already fully developped, but the best age is between twenty five and thirty years old.
Coon mentions 22 as a mature age. This may even be too young since the third molars often come in later than this and the lower jaw will grow to accomodate them. In my opinion, at 14 a person is physically a child, sorry, I don't want to offend. In my own case 22-25 was about right.
Around what age is the "minimum" for a semi-accurate classification, would you say? Also, what about females/males, would the age be different for each? How big of a difference can age make, do you think?
My personal opinion...... late 20's to mid 30's is probably the range that would give the most accurate classification. The minimum age for a semi-accurate classification (as you ask) is difficult to say because it could vary from individual to individual. I would place men and women in the same age range.
How big a difference can age make? It can make a big difference. For example, elderly individuals often show dinaricized traits, when in fact there may be no dinarid present in the individual. Individuals who are very young often haven't fully developed their bone structure or features, which can also alter their classification.

´Minimum´ depends on how much accuracy you want. It is even possible to classify kids of 5-8 years with the some basic accuracy provided you know his family and have enough pictures. However for Internet forums usually 15 or so should be the starting age. Ideal age would be from around 22 to 36.
If the classification is properly done, it should make no difference at all. Of course classifying people who are not developed yet is much harder. Classifying older people is also harder.
