I usually average around 2.4 Mbps down, which is why I said I would try again later. Usually during this time of the day, people in my city are arriving home from work and the connection seems to slow down a bit.

Sounds like your provider doesn't have enough shared bandwidth then. The providers here used to be shtty like that, but a year or two later after they first offered it, it got a lot better. I just recently got this upgrade in bandwidth, free of charge. It was 1.4Mbps down and 128Kbps up before. I still want more upload! I use filesharing a lot so upload is my major limitation. I never thought I would need so much download but I can use most of it many times.

When I lived in the area of the "white-flight," my speed was much faster. Now I live in the heart of the city and the connection has slowed down a bit. I was also with a different provider, before.
