    A third of all teachers in London should be from ethnic minority backgrounds, Ken Livingstone said today as he unveiled radical plans to combat underachievement by black teenage pupils.



    It also says the curriculum should include Afro-Caribbean history, and that African meals should be offered in school.

    Other ideas include guaranteed job interviews for all black teacher applicants and a huge recruitment drive in the Caribbean, Africa, Canada and the US. Just over seven per cent of teachers



    in London are from ethnic minority backgrounds, while 43.5 per cent of pupils are black or Asian.

    The education commission report by the Mayor's London Development Agency includes research showing that most black pupils believe they are treated differently in the classroom from their white counterparts. About 30 per cent of boys of Afro-Caribbean families leave school with five or more GCSE passes, compared with 51 per cent for the population as a whole.

    As a group, they have had the worst school performance of any ethnic minority for the last four years in virtually every age group.

    A conference this weekend, titled London Schools And The Black Child, will assess today's report and bring together education chiefs from across the city. In a foreword to the report, Mr Livingstone said the failure of schools to improve results for black boys over the years had been "catastrophic". He pointed out that last year only 2.9 per cent of London teachers were Afro-Caribbean, while the proportion of black pupils, at 19.6 per cent, was more than six times higher.

    He said he had "enormous regard" for the professionalism of London teachers, but that the racial balance of teaching staff "must change dramatically to fully reflect the diversity of London's children".

    The report partly blames peer pressure and lack of parental involvement for the low performance of Afro-Caribbean boys.

    But it says the main problem is stereotyping by white teachers. "Low teacher expectations for black pupils, born of a predominantly white teaching workforce, have no place in 21st century school," it states.

    It suggests too many recruitment programmes target Eastern Europe, South Africa, Australia and New Zealand - and too few target the Caribbean, Africa and America. It adds: "Without careful screening of overseas teachers who may have had little experience of working with children from black communities, black children can easily be exposed to very racist attitudes."

    Black boys have the lowest level of achievement for any ethnic group

    A third of London teachers and school governors need to be black or Asian in order to help improve the achievement of black children, a report has said.

    The report says that in 2003, 2.9% of teachers in London schools were black, compared with 19.6% of children.

    The research was conducted by the Education Commission, which was set up by the London Development Agency (LDA) in response to parental concerns.

    It says black teachers should be fast-tracked and offered "golden hellos".

    The report - Rampton Revisited, The Educational Experiences of Black Boys in London Schools - lists a series of recommendations to tackle the problem.

    Black teachers can sometimes relate better to black children and be less inclined to view them as stereotypes

    As well as fast-tracking and golden hellos, the commission also calls for urgent action to reduce the number of black pupils excluded.

    It suggests head teachers should not suspend or expel pupils for a first serious offence, unless the incident involves a knife or gun.

    There are also calls for clear procedures which would allow pupils to report racism by teachers.

    And it calls on black parents to play a more "proactive role" with their children and schools.

    Diverse communities

    The research coincides with a conference this Saturday, focusing on the inequalities in educational attainment by children of African and Caribbean heritage.

    Chaired by Diane Abbott MP and opened by Ken Livingstone, the conference - London Schools and the Black Child III: Reaching for the Stars - will be held at the Queen Elizabeth Conference Centre in central London.

    Mr Livingstone said: "To fully meet the needs of London's diverse communities the teaching profession and school governing bodies must reflect the communities they serve.

    It is grossly unfair to blame teachers alone for a phenomena which is more complex than the report appears to make out

    "This means that at least a third of London teachers and school governors should be of African, Caribbean or Asian heritage."

    Ms Abbott said: "Black teachers can sometimes relate better to black children and be less inclined to view them as stereotypes.

    "But the focus should now be on the recruitment of more black teachers in the mainstream and the support of black people already in the profession."

    But Steve Sinnott, general secretary of the National Union of Teachers (NUT), said: "It is grossly unfair to blame teachers alone for a phenomena which is more complex than the report appears to make out.

    "Even academics in this field do not agree on any one reason for the continuing underachievement of Afro-Caribbean boys.

    'Partnership, not blame'

    "Teachers and their unions want to work with the African Caribbean community - pupils, teachers and parents - in tackling an issue which is long overdue. But this has to be done in a spirit of partnership, not blame."

    A Department for Education and Skills spokesperson said: "Despite recent welcome improvements of pupils from many minority ethnic groups at GCSE, we recognise that many pupils, particularly from African-Caribbean backgrounds, are not achieving their full potential. "That is why this department has put in place a national strategy - Aiming High - and is working with parents and community representatives to raise the achievement of minority ethnic pupils across the board. "We are also developing guidance for London schools on creating more representative workforces."

    These teachers will most likely be as dull as the gene pool that generates them, on balance. If they were being recruited to teach only black students that would be less of a problem, but they will be teaching white students too.

    First they want to lower the standards to accomodate black behaviour, but...

    They've made quite a degenerate hellhole out of the British capital. I'm quite familiar with the situation in Berlin, but "multicultural" London probably makes it look like whitey's paradise.

    The Negro is the Negro. That's the essential truth, no matter how much fuss they make about analyzing "stereotypes" and how many affirmative action programs they hatch out.
