He's an ethnic Tatar. His phenotype looks fully Europid to me, but both his parents have obvious Mongoloid features. His phenotype isn't that uncommon among Kazan Tatars, actually.

I don't see much Mongoloid in him - his cheekbones are high, and his eyes somewhat oblique, but he could easily pass for a Northern Frenchman or some other heavily UP-influenced European.
