    no

in a predominantly nordic population more than 50 % would have light hair (blond)

(this is the case in all Scandinavian countries for example)

If this population is not predominantly Nordic, how would you classify it?What about so-called Keltic Nordics? Most of them don't have blonde hair. Corded Nordics are also predominantly brown-haired, and exceptionally light-eyed (like this population).

How many Nordics do you see in the picture below?

Keltic-Nordics are not predominantly nordic people

Keltic-Nordic = nordic mixed with some alpine, mediterranean and dinaric elements. A big mix

Keltic-Nordic is most common in Britain, the Netherlands and Belgium

and the British, Dutch and Belgians are not mostly nordic people. They are all mixed

    (im dutch myself)

You put too much stock into pigmentation. Besides I don't think that Keltic Nordics would be called 'Nordic' if they were not predominnantly just that.... Nordic.

What's the general impression you get from the picture I attached? Does it look like a Northern or Central European population?

No, the Czech Republic Slovakia and Poland don't use Cyrillic.

Let's get someone else's opinion on this. I'll post more pictures later.

Then it must be Russia I think

Well, Russia is on the border of East-Baltic and Alpine to me

the Russians are lighter than the Poles, Czechs, Slovaks and Ukrainians. But the Russians are darker than the Scandinavians

The population described, if indeed within those boundaries, could possibly be considered "Nordish" -- whether central or peripheral, I don't know.

Yes it is Russia, however it is easy to confuse them with Belarussians, who use Cyrillic as well.
