Which would you rather be in charge of Germany?

Austria is closer; they inherited Burgundy, the Netherlands and Belgium, but also Italy, Spain, Bohemia and Hungary, etc. Charles V abdicated and split up the Habsburg lands, but the Dutch still revolted because Burgundy was united to Spain rather than Austria, yet the Belgians were content under Austrian rule later. Under these conditions, Germany was master of Europe, but technically with Papal permission.

Prussia is further away and inherited Brandenburg, but no other countries--Germanic or otherwise. Germany had no master, but was master of none either.
