Ethnic and religious tolerance in a multi-ethnic society is an essential foundation for social stability. When a person is attacked because of his ethnicity, race, or religious background, it affects not only the direct victim, but society as a whole. Extremism and hate-based violence are a threat to the development of democracy and civil society in Russia.

Since 1999, hundreds of Russian officers, civil servants, community members, and media representatives-along with hundreds more constituents-have participated in the Bay Area Council's Climate of Trust program.

This unique program is designed to equip Russian law enforcement to combat ethnic and religious intolerance and xenophobia in Russia by providing a sustained and supported relationship between U.S. and Russian communities, law enforcement professionals, city administrators, prosecutors, human rights activists, educators, and local media representatives.
