Fluoride has been put into drinking water for generations in America, yet it is toxic for us to ingest! There are no safe levels.

Fluoride is not used among of drinking water anywhere in Finland. It was used 1950's to 1970's (somewhere). Theoretically small amount of fluoride can be benefiticial for teeth (prevent dental caries ... the risks should be handled other ways), but even here the limit will come against pretty soon (1,5 mg/l) ... and after that fluoride is actually harmful to teeth too. Plus we get some fluoride already/enough via toothpaste (which we don't eat). And the bigger problem is that drinking water fluoride will end to our skeleton.

If one is worried about quality of drinking water ... drilled well/bore well can be one option?
Of course one should live in groundwater basin and in clean environment. We have one in our summer place (there are no public water pipes available). It is 150m deep and cost 7000 - 8000euros. Water is very good (tested in labs too).
