I can tell by accent.
One can do the same with Americans. Certain areas produce accents unlike any other. There is a West Coast accent, and within that general frame, there are variations like Californian, Southern Californian, Valley Girl, Surfer, California Okie, East LA Mexican, Washingtonian, etc.
Someone like Mick Jagger, who is pretty Anglo-Saxon looking, would not likely be labelled Irish and someone like Carell O'Connor would be more inclined to be classified as Irish. In between you have the Keltics who, for all intents and purposes, would be indistinguishable except for maybe facial expressions or dress.

It depends on the type, though. Some looks can be found all over while others tend to be found in specific areas (unless they or their families travelled there from a different area)
As an example that it is more than just typical sub-races, here are three footballers who don't differ a great deal in pigmentation, etc
If asked to pick out the Englishman, Irishman and Scotsman from them I would definately have got this correct.
