    My reaction exactly! Just because a person is living in a country or even has been born there does not mean that that person represents the history and culture of that country. Surely no one would confuse an ethnic African as embodying the rich, proud history of a germanic country!!

    Even though "Hartema" sounds very Frisian, i haven't heard of this specific name before.

    This makes sense though, since she seems to come from East-Frisia. It could just as well have been (and maybe is) a West-Frisian surname and not look out of place here.
