It may have been something more powerful then present day goats. Yet an animal similar to goats, which was then called goats, because that's an animal people are still familiar with.

The majority of milk drank in the world is goats milk. Goats are the real work horses of agriculture. They are hearty, they can eat and drink anything... they are the prefect representation of a tough warrior god.
Also, they are not daft compared to similar animals such as sheep.
You can see a similar case of the animals reflecting the gods attributes with Freya and her cats...
