I agree, more or less. You're ideas are quite good, except for the fact that changing borders will cost a lot of money. Ukraine is preety big anyway, but I wouldn't want it to become part of Russia.
As for the Portuguese, I don't really consider myself too close to them either. Who I feel as related to me are the people who live north of the Iberian peninsula, Italy, and the Balkans. Basically everyone who isn't Latin, Hellenic, or Balkans. Romanians are too mixed to put them into one group; they are not actually Latins, but a mix of most Europeans except Latin and Hellenic. The most predominant type found in them is the balkans, but it's only about 25% of the population, and the rest is (more or less) Slavo-Celto-Germanic.
