Cromagnid, that's for sure. He looks rather Borrebyish than Faelid. Alternatively Faelid-Alpinid with Nordid influence. But most probably just Borreby.
Someone might come forward now with Eastbaltid or even Lappid, but his eyes are in the normal range for Cromagnids in my opinion, even if he resembles a little bit the brother of Lily Allen in some pictures.
I've met two doppelgangers of this man before and both fellows were fair complected (hair and skin) Sicilians.
A very unique look and one that always reminds me of Lion.

He looks odd because his Grandfather was Jamaican (making him at most 1/4 black depending on how black his grandfather was and whatever other ancestors he has).
It is talked about in this article I believe: http://www.eyeforfilm.co.uk/feature.php?id=336
I see a lot of scousers with similar features. The city has had a large negro community for longer than anywhere in Britain (except London), and the city has quite a few quadroons and octoroons with features unfamiliar to most British people outside Liverpool or London (and possibly Cardiff).
I think in future generations we'll be seeing a lot more such people, i.e. people who are European in pigment, but just look "not quite right".
Some more weird looking "British" 1/4 non-whites:
South Asian, Negro, Chinese respectively...
I can usually tell when a person is quarter-cast, but with him I was surprised, but when I knew you could see he has something 'odd' about him.
However being from the area, I know of people who are 1/4 and even 1/8 and they still look black, so on the whole you can usually tell.
In Liverpool you do have a lot, (not that many) but due to the laws of Caste, they tend to be found in the poor areas, not moving far from the south end of Liverpool. They are usually very stupid, so it looks like there black genetics tend to be more dominant than there facial characteristics.
