    The “Conservative” Plan to Reduce Racial Inequality in UK

    In Britain today, too many people are denied the chance to escape poverty and build a better life for themselves and their family. Sadly, this is especially true for people in Britain’s black community. Black pupils are permanently excluded from school at more than twice the rate of white pupils. Some 9,500 black children leave primary school every year unable to read, write and add up properly. And of the 3,000 students who started at Oxford in 2008, only five are black Caribbean in origin. This inequality extends to the job market too, with recent research showing almost half of young black people are unemployed, well over twice the rate for young white people.

    What’s going wrong? To a large extent, Labour’s failure to address racial inequality echoes their failure to tackle inequality generally. Since 1997, income inequality, education inequality and health inequality have all widened, hitting the black community disproportionately hard.

    A new Conservative government must do better. I want to take down the barriers that prevent so many black people realising their potential. In part, we’ll do this through our core reform agenda. By tackling the causes of poverty, like poor schooling, family breakdown, addiction and welfare dependency, we can succeed where Labour has failed.

    But we won’t just rely on across-the-board measures to boost social mobility. We’ll introduce concerted action to overcome the racial barriers that exist in Britain today. One of the most obvious is when it comes to starting a business: Conservatives have always believed that enterprise is a powerful catalyst for social mobility. However, too many black people in Britain today are being denied the opportunity to start their own business and get on in life.

    This is not because of a lack of aspiration. Research has shown that almost a third of black people in England want to start their own business, compared with just 9% of the white population. However, only 4% of black people do manage to launch a startup—a level lower than any other ethnic group.

    Accessing finance and advice are the key challenges for would-be black entrepreneurs. According to one study, black entrepreneurs are four times more likely to be denied a bank loan outright than white entrepreneurs, while the UK Survey of Small and Medium Enterprises shows that as many as a quarter of black entrepreneurs report problems in accessing finance.

    A Conservative government will help tackle these barriers by turning Labour’s failing welfare schemes into a radical plan to get Britain working. This will include funding for a national mentoring programme for black people who want to start a business. It will provide would-be black entrepreneurs with the targeted support, advice—and, crucially, role models—they need to access finance and work for themselves.

    I’ve always believed that role models are incredibly important. You only have to look at how children copy their parents to see how big an impact role models can have. That’s why I’ve worked so hard to get more black and ethnic minority Conservative party candidates.

    But increasing the diversity of our parliamentary candidates is not just about getting our house in order. It too is also about role models. We’ve selected successful black entrepreneurs—people like Sam Gyimah, Wilfred Emmanuel Jones and Helen Grant—as our candidates: not in Labour-held inner city seats, but in Surrey, Wiltshire and Kent. They’ll help inspire a new generation of black people to take on the world.

    So a Conservative government will tackle the racial barriers in Labour’s Britain. We’ll bring new energy to the task of building a country where everyone has an equal opportunity to succeed, irrespective of the colour of their skin.

    Until today I believed black people where not on average of lower intelligence (by race and genetics) and that it was cultural.

    The work of Hans Eyesenk maybe changing my views, as I thought most articles I read in the past had a politcal bias, but this man seems so anti-nazi and proffesional in his work I cannot deny it.

    The Conservative Plan, is deemed to be a failure, as well as racist against blacks and whites in a derogatory way.

    Apparently its inequality when whites achieve more. I went to a heavely multicultural secondary school and black people (more often than not) were simply intolerrable bullies. Causing havok in the classrooms, fighting and acting in general like dicks. The Majority of whites and asians though were industrious and generally wanted to learn. Many of the Asians didn't come from rich backgrounds either, but still managed to achieve. This article is bullshit.

    If they really want to promote equality and help blacks achieve, they should bring back the cain. Atleast then they could keep em in line and something might sink in.

    Whilst the problem is not as bad, you will feed White boys as well achieving less than in the past, and why?, males have certain drives that cause them to be independant, (of learning), to rebel, and too be as dominant as they are able.

    This is especially true of Black males, (Black females rank quite normally in test results showing its not so much an intelligence issue as a cultural issue.

    I used to work with a Black female Jamacian, she told me that back home children where heavily and severly beaten, this was the only thing that could keep them in line and learning, its also what thier violence centred culture respects.
    I spoke to a Policeman who told me you have to be aggressive and shout at Black men before they will submit to your will, they do not respect you if you do not, just listen to two blacks talking in the street, you will think they are about to have a fight, the way they shout at each other, but it is just thier way.

    Now in the West, we have been taught to do the total opposite with children, even parents arnt to disipline thier children, children have contempt for adults that let children be dominant and will demonstrate that contempt to thier own detriment, especially black males.

    Though she comes across as all nice on the TV, the Black Labour MP Diane Abbott, is really not to friendly to whites in real life, I have heard some tales that she is actually quite racist towrads whites.
    Even she however, is often saying that black boys are so strong and masculine, that they need strong and masculine black men who will not be afraid to disipline, as school teachers for black children as white men are to weak and feminine, (of course she doesnt acknowledge the fact that teachers are not allowed to show disipline and real whilte men do not get jobs as teachers for this reason.

    There is a silent catastrophe happening in Britain's schools in the way they continue to fail black British school-children. When African and Afro-Caribbean children enter the school system at five they do as well as white and Asian children in tests. By 11 their achievement levels begin to drop off. By 16 there has been a collapse. And this is particularly true of black boys - 48% of all 16-year-old boys gain five GCSEs, grades A to E. Only 13% of black boys in London achieve this standard. In some boroughs the figure is even worse.

    This is not a new issue. As long ago as 1977 a House of Commons select committee on race relations and immigration reported that 'as a matter of urgency the Government should institute a high-level and independent inquiry into the causes of the underachievement of children of West Indian origin in maintained schools and the remedial action required'. But in 1999 Ofsted, in its publication, Raising the Attainment of Minority Ethnic Pupils, said: 'The gap between Afro-Caribbean pupils and the rest of the school population continues to widen.'

    But it is an issue no one wants to address. Ministers and advisors talk endlessly about social exclusion and the problems of children for whom English is a second language. You can discuss the underachievement of boys. But not how the system fails black boys. Research both in this country and the United States shows that black boys need men in the classroom. They simply do not see reading or educational attainment as masculine or 'cool'. Although this also applies to white working-class boys, strategies designed to address male under-achievement in general are not working with black boys.

    It may be the demonisation and marginalisation of black men in British society which makes some young black boys hold fiercely to a concept of masculinity which is about bravado and violence. But with black boys there are the added factors of racism and the extreme unwillingness of teachers and educationalists to face up to their own attitudes.

    Black boys are often literally bigger than their white counterparts and may come from a culture which is more physical. Primary schools, in particular, are almost entirely staffed with women and, while some white women teachers achieve excellent results with black boys, it would be remarkable if all white women teachers were free from the racial stereotypes that permeate this society about black men. Groups which work in the black community are seeing increasingly younger black boys being excluded and it seems a black boy doesn't have to be long out of disposal nappies for some teachers to see him as a miniature gangster rapper. Yet experienced black teachers describe how the most unruly and obnoxious black schoolboy can melt given firm but loving handling. It is important to stress that there are models of success. For a generation, Britain's black community have run self-help Saturday schools specifically to compensate for the failures of mainstream schools. Traditionally they had a strong emphasis on formal education together with a positive black identity.

    The Claudia Jones Saturday school is a successful one in my own borough of Hackney. The Seventh Day Adventist schools in London are de facto all black, the best known being John Loughborough in Tottenham, north London. The children wear uniform and there is a strong emphasis on discipline and high standards. They have had success in raising the achievement of black boys whom mainstream schools had written off. What all of these schools have in common are highly motivated black teachers, involved parents, strong discipline and boundaries, and a celebration of the children's cultural identities.

    We all have a role to play. Black parents need to become engaged in a constructive way with the school system. Teachers need to examine their attitudes. Most teachers, and their trade unions, see themselves as liberals on race matters and they react badly to any suggestion that they are failing black children. But, as the 1985 Swann Report pointed out: 'Teachers' attitudes towards, and expectations of, West Indian pupils may be subconsciously influenced by stereotyped, negative or patronising views of their abilities and potential, which may prove a self-fulfiling prophecy, and can be seen as a form of unintentional racism.' In 2001 most black parents would say nothing much has changed.

    Above all the Government needs to give a lead. Ministers need to push it up the agenda. In 1996 Ofsted said: 'The question of race and equality of opportunity has fallen from the prominent position it once held.' Time to put it back up there. We have a generation of black children to save.

    Its probably worse with Negroids, but its a problem with various immigrant groups and as a rule of thumb, if you dont ban those individuals permanently, even more pupils won't be able to read, write etc., since those ruin the education and learning.

    In fact, but thats something they really dont want to hear, many of those problem groups would be taught much better in classes of their own, with a more strict, even more physical discipline and clear rules, because that soft education science only works with soft people = the average middle class European, or European in general if the environment is not totally ruined.

    I might add that this soft education is not ideal for males in general and that there are various problems to talk about, yet its absolutely clear that there problem cases which are most of the time coming from a migrant background and one of the most problematic ones is definitely that of Negrids with ancestry from West-Central Africa.
