I guess there's no rule there... those who hate Croatians are usually people who lost all their property ( and more ) in the war. Ultra-nationalists also hate Croats, but they're mostly very ignorant or derranged. The general consensus is that Croatian girls are hot, and that their men are gay.
The Bulgarians are rarely mentioned. Bulgaria is a favourite holiday destination, and if anyone mentions Bulgaria it's because of cheap prices in shopping malls, cheap holidays, hot girls etc. Older people perceive Bulgarians as thieves and backstabbers ( because of WW2 ). When my grandfather was 16 yrs old, Bulgarian army attacked their town, killed his 3 month old sister ( actually they kicked her for crying, then kicked the dying baby around and finally stabbed her with a bayonette ) and tortured my grandfather. He then joined the partisans, as luck wanted it, he found those responsible for the torture and death of his sister, they were POW's, but he shot all 38 of them ( this almost got him imprisoned later, when Yugoslavia was on good terms with Bulgaria ).
Hungarians live only in Vojvodina. I know very few people who have had interactions with Hungarians, and basically nobody here gives a thought about them. Those who live in these parts of Serbia don't identify with their nationality all that much.

Of course it's not a Bulgarian invention. God only knows how many atrocities have happened through history, especially in the Balkans. WW2 is in the past, the time of the empires and warring kingdoms in the Balkans is the past. History should be a teacher to us, not an endless source of frustrations.
What does future have in store for us? Nobody knows that for certain.
You can see that our Islamic neighbours are multiplying, while our numbers are dwindling. Our economies are enslaved by the west. The situation is such that in a matter of generations, both our peoples will become minorities in their ancestral lands.
It's a situation infinitely more serious than pieces of worthless teritory.
In an era when science and progress reign supreme, we're the only ones ready to shed blood over a dozen villages, some hills and a swamp. There's nothing of strategic value to be won in intra-Balkanic conflicts for any of the Balkan nations except the Islamic nations.
Europe decided for some obscure reason to grow the threat of Islam in it's heart. Millions of muslims reside in all of Europe, and now they even have a land they can really call their own....Bosnia, Rashka ( Sanjak ), Albania, Kosovo....all that in an era of advanced weapons and retarded senses.

Official relations are always kept OK ever since 2000.
The problem with Montenegro is that the small minority of true Montenegrins are separatists, but they are wholeheartedly supported by Croat, Muslim and Albanian minorities. I can even understand the separatists who are into secession because of economy issues, but the Montenegro-nationalists make absolutely no sense.
Montenegro separating on ethnic grounds would be even more ridiculous and senseless than ( example ) Bavaria separating from the rest of Germany.
