Pretty much a rural area is the best bet. Cities, IMHO, shouldnt really be considered 'America'. Rural areas that it is best to check the neighbours before moving is the southeast and southwest... just so you dont end up in a primarily/totally Mexican or Black town/county. The US Census has maps of racial makeup *by county* (best thing they publish, next to the origin of ancestry tables.)
Having said that, there is a website that has a test to find what communities would be the 'best match' according to your requirements. Then it links you to real estate and moving information. Apparently I'd be happy in Norfolk/Hampton Roads area of Virginia, northern Florida, certain places in MS, and east Texas/Oklahoma. I think it was www.findyourspot.com
