In Italy, a country once known for its large families, the government is now offering a financial bonus to encourage people to have more children.
The 1,000 euro payment will go to those who already have at least one child and have a second by the end of 2004.

But demographic experts say such short-term measures will do little to redress the population imbalance.

They argue that the real reasons lie in the difficulties of combining work and motherhood and costly child care.

The opposition says the limited timeframe for having babies is discriminatory and a 1,000 euro payment would be better invested in affordable state child care.

They also criticise the fact that only Italian or European citizens are eligible.

The Welfare Minister, Roberto Maroni, has hailed the baby bonus a concrete support for families.

Italy has one of the lowest birth rates in the world - 1.2 children per woman. A slight increase last year was largely attributable to immigrant families.

The Italian birth rate crisis is especially felt in small rural areas where the elderly now far out-number the young.

In some rural areas local administrators are offering their own economic incentives to try to reverse the trend.

In Laviano, near Naples, the mayor is offering 10,000 euros for any babies born in his village, with no deadlines and no strings attached.

The problem in western European countries with high numbers of non-white immigrants like Britain, France, Germany, the Netherlands, Belgium and Switzerland, is, that such a step to get higher birthrates would be a shot into the knee of the own people, as especially the foreigners would profit from it.

Politicians in these countries wouldn't have enough courage to make such a step only for citizens of their own country and E.U. countries (in Germany it's even illegal to meke such a political demand, because "discriminating"); but even if they had, it would be in great parts problematic, as in countries like France or Britain most non-whites have French/British citizenship, as far as I know.

Media here speak of the higher birth rates in France and the familiy promoting measures in France always as a shining example. But it isn't clear from the French statistics how much of are the doing of the immigrants, and how much (or less) of the real, the folkish French.

i definitely agree..
u cannot cure a cancer like if it's a cold...
But one of the key points is that they ar enot caring about birthrates for balancing the immigrations but more for preventing a disequilibrium between old retired people and young workers, disequilibrium that will become a big urge in western Europe in 20-30 years..
They know that their previdence system is in danger..
As long as there will be somebody working for them and their corrupted welfare state everything will be fine for the,m regardless of what kind of mongrel society will come out.
It's all about the money.
