The new police chief wants 600 arrests in his first week

A new police chief who has described criminals as "thick" revealed his officers had arrested nearly 200 people on his first day in charge. Roger Baker, who became Chief Constable of Essex on Monday, announced he wanted his force to arrest at least 600 criminals in his first week in the job.

A police spokesman said officers had arrested 187 people during Mr Baker's first day in command of the force.

In a press briefing on Monday Mr Baker said he regarded criminals as thick.

Essex Chief Constable Roger Baker

Mr Baker, 46, who was the deputy chief constable of North Yorkshire, told journalists on Monday he regarded criminals as "thick".

"Criminals are thick," he said. "You'd not pick them for your pub quiz team. We know where they are and where they live."

He said his message to criminals was: "If you are planning to commit a crime in Essex, bring your toothbrush because you will not be going home."

Of the 187 arrests on the first day, 56 were for violent crimes and 68 people had been charged with offences, the spokesman said.

Figures show that Essex police solve fewer than one-in-five burglaries, one-in-10 vehicle crimes and less than seven-in-10 violent crimes.

The Essex police authority report for 2003-2004 showed that burglary detection rates were 17%, vehicle crime detection rates 10.3% and violent crime detection rates 64.8%.

The report also said during 2003-2004 705 persistent offenders were brought to justice in Essex - less than half the Home Office target figure of 1,597.
